Improving energy efficiency in public buildings in the Russian Federation – Phase I

A consortium of contractors, under the lead of the Institute of Urban Economics, worked on the implementation of this project for the EBRD. A crucial part was the implementation of Energy Performance Contracting (EnPC) pilot projects. For each of the pilot projects DIW Econ prepared the scope of the project, namely the definition of necessary implementation arrangements, based on the results of precendent evaluations of the IUE’s expert team. Furthermore, we provided a description of international best practices in energy management in public buildings, specifically the design of EnPC and the tendering process. This was to identify legal and implementation gaps to international best practice. Based on these evaluations we participated in advisory services to Managing Entities in the Pilot Cities in order to spread the knowledge about appropriate organisational structures for the EnPC programmes.
