Consulting and Advisory Services to ANRE Moldova

The objective of this project was to provide, in cooperation with arepo consult, consultancy services to the national Moldovan energy regulator ANRE concerning the creation of a new law on renewable energy in order to facilitate a viable market for renewable energy. The report is based on a literature review, interviews conducted during a field trip to Moldova and some general assessment calculations of the authors. The focus of the report lies on the identification of barriers to the implementation of a functioning feed-in-tariff and on the definition of capacity building and advisory needs.

The main findings of our study are as follows: Before making rules and regulations for a feed-in tariff system, extensive information on the resource base, e.g. wind speed, needs to be acquired, because a marginal change in wind speed can have a measurable impact on energy production costs. Furthermore, we point out the fundamental requirements for a functioning feed-in-tariff system. Among those is a high need for institutional capacity buidling.
