Support of the Kazakh Government in developing a national emission trading system (NETS) and to the implementation of the National Allocation Plan (NAP)

The overall obejctive of the project is to meet the request of the Kazakh government, especially the Ministry of Environment Protection, for support and advice on development of a National Emission Trading System (NETS).

Support should be provided for political, technical and operative issues related to the development of the NETS. The project should support the implementation of the Road Map on the implementation of climate change activities of the Kazakh government. The specific objective of the project is to adjust experiences from the EU ETS and other trading schemes to Kazakh conditions and to focus on a future compatibility of the system to international emission trading systems.

In order to support the Kazakh government in improving the system DIW Econ supports the Kazakh Ministry of Environment and now the Ministry of Energy in adjusting the National Allocation Plan by providing model based analysis of GHG emissions development in Kazakhstan and calculation of specific targets for the national Allocation Plans. In addition, DIW Econ analyses the economic impact of the national ETS on economic growth, gross value added and electricity prices. We also advise the Kazakh government on implementation on complementary mitigation measures and instruments for the economic sectors which are not covered by the ETS.
