NAMA on reduction of GHG emissions by energy efficient modernization of small boiler houses supplying public buildings in Kyrgyzstan

The NAMA was a part of the project “Integrated Approach for the Development of Climate-Friendly Economies in Central Asia”, which was supported by the International Climate Change Initiative of the Federal Ministry of Environment, Nature Conservation, Building and Nuclear safety of Germany three NAMA concepts have been developed. The overall objective of the mentioned project was to support Central Asian (CA) countries in developing a comprehensive policy framework for mitigating climate change and assist them to re-orient their economic development in a low carbon, climate friendly way.

The NAMA concept envisages providing financial support to small boiler houses for implementing measure to improve their energy efficiency. The Program is split into a first pilot phase calculated for a total number of 461 small coal fired boiler houses during 2014-2017 in order to elaborate and test the financing scheme. A second phase (2018-2020) will include the remaining 343 boiler houses. Support is asked for the pilot phase.

The project was carried out by a consortium of partners coordinated by DIW econ, the consultancy company of the German Institute for Economic Research in Berlin during 2011 -2014. Among the partners of the consortium CAREC, IWO (Housing Initiative for Eastern Europe) and Climate focus have been engaged in the development of NAMAs in Kyrgyzstan, Uzbekistan and Tajikistan.
